  1. Unfortunately, I have seen this happen before. The private individual must deal with his/her insurance company before the city can help. If the city does decide to raze buildings, it will have to offer money to those not insured or underinsured under eminent domain laws. Meaning, the city needs the property more than you do. It will take years to sort this all out. To handle the 9/11 situation, the feds appointed a czar who had absolute authority over the distribution of ten billion dollars! Once the families agreed to an amount, then, by law, no one could challenge the distribution, not even congress. Something like this should be set up to handle the hundreds of billions that will be distributed.
