From several sources, including the Houston Chronicle:
Nagin said he wanted residents of the Algiers neighborhood, which has electricity and water, to start returning as early as Monday or Tuesday, followed by people in other ZIP codes.
And while a cautionary note has been sounded several times in the past by Thad Allen, this time he said,
“The city can continue allowing business operators to return to unaffected areas and letting residents return to the West Bank and Algiers”
I think it’s official. Time to go home, my friends.

TOOOOOOO funny! On the WDSU TV crawl tonight it said: “Re-entry plans may start as early as Monday September 26 starting with business owners and residents of Algiers.”

Was there ever a mandatory evacuation of the west bank or Algiers for Rita? I know that there was for Katrina.
No, there never was a mandatory evacuation of Algiers for Rita. Only voluntary.
Unfortunately, that message was not clearly communicated to the authorities (read: NOPD). As late as yesterday, their command post was still confused. Hopefully they are clearer now about which side of the river is which.
